He co-founded 350.org, where he helped launch and run dozens of efforts, including the campaign against the Keystone XL Tar Sands pipeline, the Fossil Fuel Divestment campaign, and the People's Climate March. He directed Bernie Sanders’ 2016 campaign in New York, helped mobilize millions to the streets and the ballot box after the 2016 elections, and directed digital organizing at the American Civil Liberties Union. Phil has also consulted and managed a variety of global, national, and state-level electoral and advocacy efforts.
