Fireside Chat: SECDEF Innovation Priorities


Ms. Heidi Shyu
DoD, Under Secretary of Research and Engineering

Ms. Heidi Shyu was born in Taiwan, with family connections to the U.S. stretching back to the two years her grandfather spent training to be an Air Force squadron commander during World War II. Shyu trained in mathematics in Canada, receiving her bachelor’s degree from the University of New Brunswick in 1976 and a master’s degree from the University of Toronto in 1977. She then undertook further study in engineering at UCLA, receiving a master’s degree in systems science in 1981 and a separate engineer degree in 1982.

After that, Shyu built her career in the defense industry, working at Hughes Aircraft Company, Litton Industries, and Grumman Aerospace Corporation, before holding a series of management roles at Raytheon. These included positions focused on electromagnetic systems, unmanned combat vehicles, space and reconnaissance systems, and the Joint Strike Fighter program.

From 2000 to 2010, Shyu served as a member of the Air Force Scientific Advisory Board, and was its chair from 2005 to 2008. She moved into the federal government in 2010 as the Army’s principal deputy assistant secretary for acquisition, logistics, and technology, and took on the assistant secretary role in an acting capacity in 2011.

DIU, Director

Michael Brown is the Director of the Defense Innovation Unit (DIU) at the U.S. Department of Defense. DIU, established in 2015, fields leading-edge commercial capabilities to the military faster and more cost-effectively than traditional defense acquisition methods. With offices in Silicon Valley, Boston, Austin, and at the Pentagon, DIU is embedded in key innovation ecosystems across the country and builds direct relationships with organizations that strengthen our national security innovation base.

Previously, Michael served for two years (2016-2018) as a White House Presidential Innovation Fellow at DoD. He is the co-author of a Pentagon study on China’s participation in the U.S. venture ecosystem, a catalyst for the Foreign Investment Risk Review Modernization Act (FIRRMA). FIRRMA was signed into law in August 2018 and provided expanded jurisdiction to the Committee on Foreign Investment in the United States. Michael has been quoted in the Wall Street Journal, TIME, National Defense Magazine, Foreign Policy and Silicon Valley Business Journal.

Prior to civil service, Michael was the CEO of Symantec Corporation (2014-2016), the global leader in cybersecurity and the world’s 10th largest software company. He is also the former Chairman and CEO of Quantum Corporation (1995-2003), a leader in the computer storage industry.
