Joseph C. Sparks has 20 years of work experience in Naval Aviation.
In Oct 2017, Mr. Sparks was selected as the Advanced Technology & Innovation (ATI) Lead for Commander Fleet Readiness Centers (COMFRC). As the national ATI lead, he coordinates technology development projects between the Industrial Fleet Readiness Centers. In fiscal year 2020, ATI had a portfolio of $8M invested across more than 40 projects.
In July 2015, Mr. Sparks joined COMFRC when he was selected as the Capital Investment Program (CIP) lead in the Investment Division. As CIP lead, his responsibilities included facilitating the enterprise process for reinvesting funds to recapitalize equipment, software, and minor construction within the Industrial Fleet Readiness Centers.
In 2001, Mr. Sparks joined Naval Aviation Systems Command (NAVAIR) in the Propulsion and Power Systems Reliability Analysis Branch. Mr. Sparks developed readiness, reliability, and cost metrics to support Component Improvement Program investments for Navy aircraft propulsion and power systems. He directly supported the F-35, V-22, and H-46 programs. From 2010-2015, Mr. Sparks led the Tri-Service Cost Effectiveness Analysis (CEA) user’s group. CEA is used to validate engine Component Improvement Program projects.
Mr. Sparks has a Bachelor of Science in Industrial Engineering from Purdue University (2001) and a Master of Business Administration from the University of Baltimore (2008).
