Patrice Melançon is a retired Brigadier General, USAF Reserves. She served 9 years on active duty and a total of 32 years. Gen Melançon spent her last two years of service on extended active duty orders serving as the Executive Director, Natural Disaster Recovery under the Air Force Civil Engineer Center with a primary focus on rebuilding Tyndall Air Force Base, FL, NOT as the base we HAD but the base we NEED. Gen Melançon worked in the private sector for 15 years for an A/E/C firm focusing on water, wastewater, and stormwater problems. Prior to taking on the rebuild of Tyndall AFB, Gen Melançon worked for the San Antonio River Authority, keeping the basin’s rivers and creeks safe and enjoyable.


Jeff DeCoux
Autonomy Institute, Founder and Chairman

Jeff DeCoux, Founder and Chairman of the Autonomy Institute. The Autonomy Institute is a 501c3 consortium of over 100 industry, government, and academia organizations. The Autonomy Institute is focused on accelerating the "Path to Commerce" for Intelligent Infrastructure and autonomous systems to foster social and economic transformation in cities. The Autonomy Institute collaborates with large infrastructure investors on the creation of $100 million Public-Private Partnership programs. The intelligent infrastructure enables the rapid and expansive deployment of rural broadband, NextG, edge computing, intelligent transportation systems, APNT, and smart grid devices. This infrastructure has substantial benefits to cities by eliminating the digital divide and preparing communities for Industry 4.0 solutions. The national deployment of this infrastructure will create millions of new jobs and generate billions in economic growth. Mr. DeCoux has over 30 years of experience within the high-tech industries where his attention has been focused on Founding companies that enhance business productivity through automation.

DeCoux also runs ATRIUS Industries, Autonomous Infrastructure enabling the Robotic Edge. Prior, DeCoux was CEO and Founder of Hangar, the world’s first robotics-as-a-system data acquisition platform. Mr. DeCoux has raised over $100 million for venture and business operations. Mr. DeCoux has over 30 years of experience within the high-tech industries where his attention has been focused on Founding companies that enhance business productivity through automation.

Matt Borron
Association of Defense Communities, Executive Director

For over a decade Matt Borron had dedicated his career to advocating for communities, service members, veterans and military families on the local, state and federal level. Mr. Borron currently holds the position of Executive Director for the Association of Defense Communities, a national non-profit organization representing communities and states with a significant military presence.

As Executive Director, he oversees the organizations operations, including managing the development of the association’s educational events, membership councils, and legislative and federal agency outreach. As the primary point of contact for ADC members and stakeholders, Mr. Borron works closely with the House and Senate Defense Communities Caucus and key offices in DOD and other federal agencies to coordinate policy efforts that support military community partnership efforts and defense infrastructure.

Prior to his time at LRG, Mr. Borron taught history at Montana State University-Billings, managed the Department of Labor's Montana Veterans Upward Bound program and also did a stint as a Congressional Intern for U.S. Representative Denny Rehberg (MT - At Large).

Mr. Borron has also been a member of the U.S. Army Reserve for the past 18 years, currently serving as Chief Ordnance Inspector for the 3998th Combat Support and Sustainment Battalion.

Mr. Borron holds a Bachelors Degree in World History and a Masters in Public Administration from the University of Montana.

John Conger
Conger Strategies and Solutions, President

John Conger is President of Conger Strategies and Solutions and Director Emeritus of the Center for Climate and Security.

Formerly, Mr. Conger served in senior positions at the Department of Defense, including Principal Deputy Under Secretary of Defense (Comptroller) and Acting Assistant Secretary of Defense (Energy, Installations and Environment). In the latter role, Mr. Conger oversaw a portfolio that included installation and operational energy, climate change, and management of hundreds of bases and nearly a trillion dollars of real property. Previously, Mr. Conger spent more than a decade on Capitol Hill in multiple personal office and committee staff roles.

He has a B.S. and an M.S. in Aeronautics and Astronautics from the Massachusetts Institute of Technology and an M.A. in Science, Technology and Public Policy from the George Washington University.


While the U.S. military is all about national defense, national defense is about much more than battle. Humanitarian and diplomatic efforts are equally important to keeping the country safe. That’s why, when natural disasters threaten around the world, members of our military arrive by ship, plane, or helicopter to lend a hand. Whether helping prepare, cleaning up the aftermath, bringing supplies to remote areas, or aiding the sick and injured, service members play an important role in disaster relief.

Although we cannot control when a natural disaster hits, we can control our preparedness, response, and level of resiliency to lessen the damage left behind. Hear how the Global Center for Coordinated Response and Resiliency is helping to improve processes and pathways toward national disaster responses around the world.
