BG Stephanie Ahern
AFC, Director of Concepts

Brigadier General Stephanie Ahern, U.S. Army, is the Director of Concepts for the Futures and Concepts Center, U.S. Army Futures Command, in Austin, Texas. As the Director of Concepts, Brigadier General Ahern has the responsibility for the U.S. Army to develop the U.S. Army’s vision of future conflict and leads concept development and assessment in order to provide the foundation for the design and development of the Army’s future force.

Commissioned as an Engineer officer from the United States Military Academy in 1995, Stephanie has served in strategic to tactical level command and staff positions across the world in combat and garrison environments. Following her time as an engineer officer, Stephanie, transitioned to becoming an Army Strategist. As an Army Strategist, she has been instrumental in developing our nation’s National Security Strategy in 2017-19, the author of the Army Campaign Plan, advising the Under Secretary of Defense on Strategy & Force Development. In addition to supporting the DOD, Stephanie has worked hand in hand with the Departments in the US Government. Strategizing and advising within the Corps of Engineers, the State Department and the Treasury Department. 

Brigadier General Ahern has a B.S. in Engineering Management from the U.S. Military Academy, a Master of Strategic Studies from the U.S. Army War College, and a Master and Ph.D. in Political Science from the University of Notre Dame.

Jean Vettel
AFC, Chief Scientist for Futures and Concepts Center

Dr. Jean M. Vettel earned her PhD in Cognitive Neuroscience from Brown University (RI), funded by a National Science Foundation (NSF) Graduate Fellowship (2004-2007) and a Department of Defense (DoD) SMART Fellowship (2007-2009), following a lab position at Washington University in St. Louis (MO) and BA from Carnegie Mellon (PA). She is currently serving as the inaugural Chief Scientist for Futures and Concepts Center within the Army Futures Command. She also has joint academic appointments at University of California, Santa Barbara and University of Pennsylvania. During her 10 year career as a Neuroscientist and Science Lead at the U.S. CCDC Army Research Laboratory, she was competitively selected for two of National Academy of Engineering (NAE) Frontiers of Engineering symposia for outstanding engineers under 45, received a Civilian Service Commendation Medal and numerous Certificate of Achievements for her impact to the Army, and invited to brief senior leadership in the Army, DoD, OSD, and White House. Her collaborative research investigates how physiological signals from the brain and body can be used in adaptive technology to enhance human-agent teaming by quantifying individual differences and the influence of social context. Dr. Vettel has over 100 publications and reports, including peer-reviewed articles in Nature, Nature Physics, Nature Communication, Nature Human Behavior, Nature Methods, Science Advances, Proceedings of the IEEE, PNAS, Cerebral Cortex, NeuroImage, PLOS Computational Biology, etc. She has served as an invited subject matter expert for several dozen media interviews and invited panels to communicate the value of neuroscience and human sciences research for the Army across a wide range of audiences.


Chris Milroy
NVIDIA, Senior Data Scientist

Chris Milroy is a Senior Data Scientist for Public Sector at NVIDIA, where he architects, prototypes, and advises on artificial intelligence (AI) and high-performance data analytics capabilities for government. He also is a Deep Learning Institute instructor for accelerated data science courses.

He previously served as Director of AI at Alion Science and Technology and Chief Scientist of the AI Laboratory at Engility Corporation. In those roles, he built and led R&D portfolios across defense, intelligence, law enforcement, and other federal business areas.

He began his career as an intelligence analyst in the FBI Laboratory’s Terrorist Explosive Device Analytics Center (TEDAC) and served as an FBI representative to the White House subcommittee drafting Presidential Policy Directive 17.

Chris holds degrees in economics and philosophy from the University of Chicago, where he wrote his thesis in game theory under Nobel laureate Roger Myerson.

Tien Pham
U.S. Army DEVCOM Army Research Laboratory, Chief Scientist, Senior Science Technical Manager for CISD

Dr. Pham is the Chief Scientist for the Computational & Information Sciences Directorate (CISD) at the U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL). He oversees basic and applied research associated within the ARL Competencies in Military Information Sciences (MIS) and Network, Cyber & Computational Sciences (NC&CS) and the cross-cutting research efforts in Artificial Intelligence and Machine Learning (AI/ML).

Dr. Pham has 30+ years of R&D and research program management experience including 3 OSD Coalition Warfare Program (CWP) projects. He has published results in wide ranging research areas from information sciences to networked sensing, multi-modal sensor fusion, and acoustics. He actively participates in a number technical forums including SPIE Defense & Commercial Sensing (DCS), Military Sensing Symposiums (MSS), International Society of Information Fusion (ISIF), AAAI Fall Symposium Series (FSS), Naval Applications of Machine Learning (NAML), NATO & TTCP technical panels, and other IEEE and government-sponsored conferences & workshops.

Dr. Pham received his B.S. (Magna Cum Laude), M.S. and Ph.D. degrees in Electrical Engineering at the University of Maryland, College Park, in 1988, 1991 and 2006 respectively.
