Heather Jo Richman
Defense Investor Network, Founder

Heather Richman is a seasoned corporate development and strategy expert with a longstanding focus on the intersection of national security, technology, and investment. Post-9/11, while managing appropriations for U.S. Senator Chuck Schumer (NY), she focused on the redevelopment of Lower Manhattan and helped set up the Department of Homeland Security from a funding standpoint. She ran government relations for Stanford University and, in 2013, was a founding team member of the $36M U.S. Navy initiative, Elemental Excelerator, where she leveraged more than $2B in private capital.

Richman now serves as Entrepreneur in Residence for BMNT Partners where she leverages her experience and vast network to build vibrant ecosystems of entrepreneurs, investors, and experts to rapidly transition impactful, national security/dual-use focused solutions for internal USDOD and Intelligence Community clients. In 2019 she launched the Defense Investor Network in response to investor and family office concern around foreign direct investment (FDI) in the United States, in order to determine the effects of such transactions on the national security of the United States and create alternative pathways.

CAPT Colin Supko
Trusted Capital, Director

C. Colin Supko currently serves as Director of the Trusted Capital program and reports to the Deputy Assistant Secretary of Defense for Industrial Policy and the Chief Information Security Officer for the Undersecretary of Defense for Acquisition and Sustainment. In this capacity, he leads the program’s whole-of -government strategy to protect and promote the integrity of the defense industrial base by reducing adverse private sector investment, financing, and intellectual property theft.

Colin received his commission from United States Naval Academy in 1999. He began his Naval career as a Surface Warfare Officer making two deployments to South America and the Caribbean from 1999 to 2001. After the tragic events of 9-11 he was selected to attend Naval Special Warfare (SEAL) training and graduated the Basic Underwater Demolition School with class 240.

Supko’s assignments in Naval Special Warfare include three tours to Operation Iraqi Freedom with SEAL Team Five as assistant platoon officer in charge (OIC), platoon OIC, and with SEAL Team Seven as Task Unit Commander. Additionally, he executed a tour at Naval Special Warfare Group 11 (NSWG11) as both Operations Officer and Chief Staff Officer. During his tour at NSWG11 he deployed for a fourth combat tour to the Special Operations Joint Task Force Afghanistan as the Director of Sensitive Activities.

Colin is a Captain (O6) in the Navy Reserve and has commanded NR SEAL Team Seventeen, NR Special Operations Command Pacific, and currently serves as the Commanding Officer of the NR Special Operations Command. Additionally, he serves on the Secretary of Navy’s, National Navy Reserve Policy Board and is a 2021 White House Presidential Innovation Fellow.

In his civilian capacity, Supko is a two-time start-up founder, having co-founded the consumer electronics company MUNITIO.com and the digital marketplace PatriotList.us.

Mr. Supko holds a Bachelor of Science in Economics from the United States Naval Academy, a Master of Business Management from the Stanford Graduate School of Business, a Master of Global Business Leadership from the University of San Diego, and a Master of National Security and Cyber Policy from the National Defense University’s College of Information and Cyberspace.

Andrea Carpenter
US Navy, FITT Deputy

Andrea Carpenter is currently serving as the Deputy Director of the Foreign Investment Tiger Team (FITT), on rotation to ASN(RD&A) from NAVSEA. In this role, she has co-lead a team of 45 diverse members from across the Department of the Navy and is currently leading some key implementation efforts. She has been at her home command of NAVSEA since 2016, where she is the Encroachment Program Lead. In this role, she has completed dozens of mission compatibility assessments to de-conflict impacts to the NAVSEA mission. 

Prior to NAVSEA from 2010-2016, Ms. Carpenter provided direct support to OPNAV N45 and the OSD Siting Clearinghouse, as a contractor. At OPNAV, Ms. Carpenter was part of the inaugural team focused on reviewing, assessing, and coordinating Committee on Foreign Investment in the U.S. (CFIUS) proximity cases. 

Ms. Carpenter has a BA from Towson University in Environmental Science and a Masters in Environmental Management, with a Corporate Management focus. 


Jeanne Suchodolski
US Navy, Director, Innovation Protection Policy

Jeanne Suchodolski graduated from Duke University with a degree in engineering before receiving her MSAA from the University of Washington. After a brief career designing rockets at Boeing, Jeanne earned a JD from the University of Southern California; and commenced a lengthy career as patent and corporate counsel for major high-tech and aerospace firms including: Microsoft, Boeing and Honeywell. She recently earned an LLM in Space, Cyber, and Telecommunications Law from the University of Nebraska.

In addition to her legal career, Jeanne has extensive field science and expeditionary experience. She was elected a member of the Explorer's Club in 2009.

Jeanne currently serves as the Director of Innovation Protection Policies for the United States Navy where she gets to utilize all of these skillsets everyday in pursuit of promoting the development of emerging technologies and preserving the nation's industrial base.

Members of the Foreign Investment Tiger Team, CIFIUS, NCIS, the Office of Naval Research, OSD’s Trusted Capital Marketplace, and the Defense Investment Network will discuss how they are working to mitigate these threats with carrots and sticks.
