Gloria Jeff
Minnesota Department of Transportation, Project Director of Rethinking I-94 Project

Gloria J. Jeff, AICP is an experienced transportation executive, professional and urban planner. She is currently serving as MnDOT Metro District’s Livability Director. She previously served as the Project Director – Rethinking I – 94. She has also served as: Principal Planner at the Wichita Area Metropolitan Planning Organization (WAMPO); Acting Administrator, Deputy Administrator, and Associate Administrator for Policy - Federal Highway Administration; Department Director, Deputy Director for Planning and Division Administrator - Michigan Department of Transportation; General Manager of the Los Angeles Department of Transportation; and Vice President and District Transportation Planning Manager – Parsons Brinkerhoff. Gloria has represented and lead United States Government delegations in international settings, transportation issues in the Asian Pacific region and the International Association of Road Congresses. She has served as the Program Manager for the James E Clyburn University Transportation Center Summer Transportation Institute. Ms. Jeff holds a BSE and MSE in Civil Engineering and a Master of Urban Planning from the University of Michigan. She also has an honorary doctorate from Bennett College. She is an active member of the American Institute of Certified Planners, American Planning Association. Ms. Jeff is chair of the TRB Committee on Transportation and Equity. She is also an active member of the Transportation Research Board standing committees on Transportation History, Public Involvement, Community Impacts, and Women’s Transportation Issues.

PJ Hill
Wells Fargo Advisors, Financial Advisor

P.J. Hill was born and raised in Minneapolis, graduating from North Community High School in 2006. He played basketball for Ohio State University and continued to play professionally for close to a decade afterward. 

Today P.J. works as a financial advisor, owns a real-estate company, and coaches basketball. He is committed to dismantling racism in his community and recently helped organize the “Take the Knee” rally and the “10K March.” P.J. serves on the Juxtaposition Arts board of directors as their treasurer and as a finance committee member.

Richard Graves
University Of Minnesota, Director of the Center for Sustainable Building Research

Richard is the Director of the Center for Sustainable Building Research and an associate professor in the College of Design at the University of Minnesota. From 2012 to 2014, he was the Executive Director of the International Living Future Institute, leading the operations and strategic efforts around all of the Institute’s signature programs: the Living Building Challenge, the Living Community Challenge, Declare product labeling, The Natural Step USA, Ecotone Publishing and the Cascadia Green Building Council. Before joining the Institute, he was the Senior Vice President for Community and Education with the U.S. Green Building Council from 2010 to 2012 he directed programs for its national and international members. As a volunteer with the USGBC, he served on the National Board from 2006 to 2010. Richard is a registered architect previously working on ecologically sustainable building and planning projects around the world.

Tyler Milligan
Milligan Partners, Managing Partner

Tyler Milligan, along with his brother Matt Milligan, formed Milligan Partners LLC in 2012 with a goal to deliver mobility solutions with a perspective on leading edge technologies. Tyler has 20 years of experience in tolling and brings a wealth of knowledge to any project. His role includes leading the human resources side of Milligan Partners, and enjoys bringing a collaborative and relationship-driven perspective to his work. He engages his staff in a way that makes them feel like they are part of the future of the firm and its work. At Milligan Partners, everything we do is rooted in the desire to help our transportation clients be successful, and ensure all transportation services become better assets for the traveling public.

In addition to the focus on toll systems consulting, Matt and Tyler created Ruuftop, a sister company, to develop blockchain solutions to streamline the services that drive our communities. Milligan Partners actively invests in new ideas with open innovation to reimagine transportation services and create new possibilities. Tolling.Network and MyCity.ID are two innovative blockchain-based applications that have grown out of the Milligan Partners vision to be “...your partner, helping you reach today’s goals and navigate tomorrow’s challenges.”

Will Preble
Aeterna, CEO

Will Preble is an entrepreneur and Minneapolis native who has established himself at the intersection of media, technology, and social impact. Currently he is the CEO of Aeterna Media, a socially conscious creative agency that leverages emerging media, technology, and cause marketing to help brands connect to diverse communities. He is also the co-founder of Smart North, a non-profit coalition of smart cities professionals leveraging smart technology and design to uplift underserved communities in MSP and Greater Minnesota.
